[Solved] What's up with this permission: Approve News For Frontend Display

Does anyone know anything about this permission? Yesterday, on one client's site I finally figured out that this permission was not checked and was responsible for new News posts from not showing up on the site (see this post: http://forum.cmsmadesimple.org/index.php/topic,12895.msg70568.html#msg70568 )
However, I just happen to check on another clients site running the same version of CMSMS ( 1.0.8 ) and News Module (2.2) and the permission is not even listed.
Does anyone know what's going on? Thanks in advance.
**Update: I found that in the scenario of using 1.0.8 simply upgrading the 2.2 news module to 2.3.1 then provides the "Approve News For Frontend Display" permission that I can check for the site editors. I found that I have to install 2.2 News first and then upgrade. When I try installing 2.3.1 News with CMSMS 1.0.8 from the start I get a parse error.
