May this error occur for safe mode ?

Could not create a file (permissions problem?) /home/user/public_html/webfront/modules/VisitorStats/VisitorStats.module.php (Troubleshooting)
I receive this error among uploading modules but modules folder permission is ok and it`s 777 .
But my safe_mode is Off .
May this problem occur for safe_mode setting ?

are you installing modules with XML or with FTP?

Did you check your File Creation Mask (umask): setting? try 002 or 000...

Excuse me! where can I find it (Mask or umask) ?
