Are Accessibility and cross-browser tools black hat SEO? Has anyone expirience with this? ???

No, they are not. But it more than high recommendable that your website are accessible and cross-browser compliant. Why? Well think for your users. The better you treat your users, the more friendlier your website is => the robots will index it better.
