Login page returns with blank fields after sucessful authentication

Hello
Have CMS installed on a shared hosting platform (Windows box); installation was succesful including recent upgrade to latest version - however there is one puzzling problem. On occasion users cannot log in to the admin area:
User enters correct username and password but cannot access the admin control panel. Instead they are shown the login screen again with the username and password fields blank , and no error messages.
Can anyone offer any suggestions as to what the problem could be and better yet, how to fix it
I've attached the output from a phpinfo script in case it might be useful
