Website with database design.

Hello all,
First of all I have to say that I'm totally new to the CMS technology, I know nothing about it.
I know how to create static web pages and upload them to a server though.
Now to get things going.
Do I need to have a server that meets certain requirements? ie. PHP & MySQL
My current ISP doesn't allow that so I want to use my other computer for now, if at all possible. I have Windows XP Pro SP2 installed on it right now.
Where do I go from here? What can/should I do next?
I want to have a website with a database of all my music videos (well over 1000), home movies, photos, etc., but I have no idea how to set up such a website.
A friend said that I needed a content management system, but they couldn't offer any help or advice on how to design one and that's why I came here, hopefully the right place.
Any advice is greatly appreciated,
