Comments Module Help: Disable HTML/Images? Style the posted Comments?

Hi All,
Is it possible to disable HTML or even better, disallow viewers to post images in the "comments Module"?
Basically, if people post a comment on my site, I don't want them to be allowed to post banners and such (ala typical MySpace pages)
I don't mind if they can use Bold or Italics etc., features, I would like to allow that actually, BUT I just don't want images or any other code that could mess with the site.
Also, less importantly, how could I go about creating a border or something for the posted comments to make them show up a little better.
