charset errors after moving server.

Hi, i'm going kind of crazy here. i had everything working great and moved to a new server. now, things are still good, but not so great. basically, the old site was on php 4.X.x and mysl 4.x.x (not certain off top of head). now, the current server is running site on php 5 and mysql 5. so, i would think that things would get better and be easier to resolve. not so. first problem, image_rotator gives a javascript error. IE7 so its fairly useless. undefined object. then the overall encoding is wrong. seems like mysql 4.x was encoding as latin1_swedish and now mysql 5 is using utf8. the overall site is funtional, but there are things like CSS transparency, image_rotator and some incorrect encoding making it less than stellar.
if anyone can provide advice on how to resolve the image_rotator and CSS issue, life would be about perfect again.

CONTENT WARNING there is some (i think) heavy/depressing/bizzare art in the galleries. i am not the artist, i just did the layout. Its not pornographic or violent per se, however, it could be considered fairly intense. If you are easily offended, please avoid the gallery. the image_rotator is in the header on every page, so you can see the error without diggin to deep.any help is greatly appreciated.
