How can I get rid of news completely?
How can I make it so there's like 3 categories and when u go over them there's a smaller like like in start menu?

So what do you want? To get rid of them or to help with them?
If you want a subcategory, just assign a parent of the category in the dropdown when creating/modifying it.

i wanna get rid of news from my site.

They can be uninstalled as any module can be (Extensions » Modules)...can't they?

If you just don't want the news to show but don't want to uninstall it just take the tag out of any pages/templates and it won't show...
