I don't see you problem, and I'm on IE6. Both banners are displayed within the box. For your second question, while adding a banner, you can provide the link-text and the URL to go to on clicking of the banner. You might not have set these (correctly).

on any page specific? I clicked at least a dozen pages and still see no change in the Banners.
Very nice styling btw, didi you use three-level menu or MLE to have the multi-language enabling?

IE helps says 6.0.2800--------, so I guess it is IE6, but they (the company) might have done somthing with this IE-version as I'm now running on a Citrix-client, but I don't know if that does something to the behaviour of the IE. Maybe others can check there findings through their IE's. Tonight at home I can check it from my own IE6. but hopefully you've fixed it before then.....

For your second problem,
I've some different setting. First "target=_new" is filled in "Link Text", to push the opened banner to a new page, second I've filled both "Description" and "Alt image text" with a text, so in my case the text isn't home but my text instead.
I also don't start with the image with a "/images" as it's relative to the the cms-install, so I start with "images".
