Saving Language file with UTF-8 Format cause problem in IE

Hello
My native language is integrated with UTF-8 unicode encoding and
my template default encoding is UTF-8-Unicode , so I need to save
all of language files with utf-8 encoding . But when I do this action
all of my template framework move to left side of page in Internet Explorer.
Of course I don`t have this problem in Mozilla Firefox .
Please guide me to correct this problem .
