Permissions error when uploading themes

When attempting to upload some new xml themes via the Theme Manager in CMSMS, I get the following permissions error:

Warning: file_get_contents(): open_basedir restriction in effect. File(/tmp/phpaSeAr9) is not within the allowed path(s): (/home/cfscotlanduk/public_html) in /home/xxxx/public_html/xxxx/xxxx/modules/ThemeManager/action.importtheme.php on line 89

Warning: file_get_contents(/tmp/phpaSeAr9): failed to open stream: Operation not permitted in /home/xxxx/public_html/xxxx/xxxx/modules/ThemeManager/action.importtheme.php on line 89

Error!

DTD Version mismatch, cannot import

I know it is perhaps a simple permissions thing that i need to change, but if someone could tell me exactly what I need to change I'd appreciate it.

It can be a number of things - but first you shoould check if your webhost has safe-mode on. It is not possible to use the xml import if they have. Use the zip-files (if they exist) instead.
