CMS Made Simple Forums

OK, so I download several themes from
http://themes.cmsmadesimple.org/Full_Themes.html

and I can not get any of them to import using Theme Manager 

Here is the message

Error!

No files were uploaded. Make sure your form tag's enctype was set to multipart/form-data and that the right field is being checked for the uploaded file.

The perms on the xmls and cms dirs are all rwx  ( I know not really safe, but first things first )

Any Ideas??
