problems with config.php mode

When you install CMS MS on a Linux system, it gives file mode for a config.php file, that file can be edited only by user who created it. The problem is when apache creating files with it's own user and creating files which you can't later edited throu FTP. Everything is OK here. Now is the question: is there a possibility to edit config.php file within a CMS MS admin area? in meaning it would be nice to edit it like you edit all content/template/CSS stuff. 'cause Server Admins deserve better life than just changing filemode for annoying lame users like me ;D

P.S. I never worked with Linux, so sorry for my lame ideas :)
