"Languages not set" in multilang

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

thanks,
I got on that track when I looged at the /lib/classes/global... file.

Right now I have finished the changes and I am sill hoping for the best
