Those modules block users to login into the Admin after n failed login attempts, but not related here...

I do not use any Admin security block.
The host installed the latest version of CMSMS OVER my site without my permission which made things even worse. This version uses different PHP version. All the modules are different, etc. creating a true mess of everything.
I installed the latest version on CMSMS on my local computer, using WAMP and proceeded to import my database from the host through phpMyAdmin. Only part of the site came up. The problem is that I still can't access the admin login panel.
I am at my wits end.
Any suggetions?
