You're provider should tell you this information as to how to connect to your mail server, the mail server (smtp) if running on that machine may have been moved to a different port.
The easiest way to get things to work is to change the mailer method to "Mail", which uses the php mail method, and assuming you're on a hosted site, this should work.
Regarding the test function, if You're running cmsmailer 1.73.8 you'll need to upgrade to cmsmailer 1.73.9
