I changed the doctype and correct some errors to give a valid page (Valid W3C)
I also add the VML part of code but there is no change for IE7.

Very Strange, I cannot really see anything else wrong.
Could you also try it on a text blank page, with nothing else present?
It may be your zoom/scale or you map size? Check the coordinates and initial map.
Perhaps the CSS of the DIV containing the map?
Also maybe have you tried altering the map size to make it wider? And perhaps alter the relative dimensions, wider rather than taller and the reverse?
