Please have a look at your admin log, your http logS and the debug set to true.
Please compare installation trees (can you make some hash of each ?)
Consider reinstalling TinyMCE 2.2.7 monitoring the upload log.
Clear cache and browsers' caches.
Investigate the network between CMSms and the browser : rewriting proxy, filtering firewal and such.
I more and more suspect it is not CMSms specific.

Ok...finally! FCKeditorX sees the bullets.
I was trying everything. Here is what I did.
I installed FCKeditorX 1.1.1. manually by unzipping the .zip file on the server. Then installing it. The default skin wasn't displaying the toolbar, but I saw the bullets. I changed the default skin to either office2003 or silver and volia! I see bullets!!
