To be fair, I must say I was suspecting this to be Windoze+IIS related and not a CMSms issue.
But may be somebody experiencing the problem same without using Microsoft will popup here.

Sorry to revive an old thread, but I wonder if I've found something interesting on this.

Could it be that the host is denying *.inc files? I know my administrator does this because their Apache does not parse *.inc. If Smarty produces *.inc, then maybe they're not being processed?
