In Module Manager the "Upgrades Available" tab appears when one or more modules have newer versions in the forge ready for upgrading:
However, when all your modules are up to date this tab disappears:
Rather than remove the tab I think it would make more sense to leave it there and have the tab showing "Upgrades Available (n)" where n is the number of upgrades available. You then know what is waiting for action without even clicking the tab.

I disagree Now you don't have to click on an empty tab to see that there is nothing to do... I think it makes sense this way.
