Folder permissions

I think I'm having problems with folder permission - I get the same errors in both 0.13 and 1.02b

Is there a definative list of permission settings or must I create an .HTACCESS file?
(Sorry I am a complete novice)

If I create a directory named after the theme and then chmod to 777 followed by a theme import - it all works!!

I have tested this in .13 and 1.02b and it works in every case ?

The User Handbook has the permissions info on line 4 and 5 these should be all that needs to be set, unless you have an unusual server setup.

Thanks!  I had followed instructions to the letter.  I can upload files and images without a problem but not themes or modules from xml files.  Yes I think that it may probably be something to to with our hosting.

What OS are they running?

Windows IIS can be problematic from what I've read on the forum.
