[fixed] Menus no longer expand after upgrade to 2.0 RC1

After upgrading from 1.12 to 2.0 RC1, menus which used to expand after clicking no longer expand.

The line in my existing template is:

{menu start_level="1" collapse="1"}

To reproduce:

1. Install a fresh copy of 1.12 with default content
2. Click "How CMSMS Works" on top menu
3. Click "Default Templates Explained" and "Default Extensions" on side menu
4. Observe that the menus expand when clicked
5. Upgrade to 2.0 RC1
6. Repeat Steps 2 and 3
7. Observe that the menus no longer expand when clicked
