footer minimum depth on page

footer minimum depth on page

I've search on "footer" and "footer depth" and "footer placement"  no luck.

Is it possible to have the footer placed a minimum distance down a page, like 800 pixels, regardless of how much content is on the page?  Right now, if I only have a small amount of content the footer will sit directly below...a page may then only be 3 inches deep.  Do I need to add an invisible graphic or is there a better way....can I define a content block with a given depth in css or the template?  thanks
