I am using EllNav and it is working fine, however I need to create this type of hierarchy..is it possible?
Issue 1:

I need the navigation to visibly indicate both the main section and subsection I am on.
For example..if I am in section 3 and in subsection 2, I want it to appear like this:
Global nav: Main nav 1 Main Nav 2 Main Nav 3
Sub1
Sub 2
Sub 3
I can do this on the sub, but the ON (current) state of the Main Nav to doesn't work.
Issue:

I want the first the user gets when they click on the main nav to be the overview section..which is actually the first sub-menu item.
In this example, the user has clicked Main Nav 3 and is taken directly into the Overview section
Global nav: Main nav 1 Main Nav 2 Main Nav 3
Overview
Sub 2
Sub 3
So..the first page you get to after clicking a main nav is actually the first sub-page under that main section..
Are these issues possible to solve?

Issue 1:
Yes, it´s possible with CSS. Can´t tell anything in detail because I don´t use standard templates or css. Look at my own website http://www.interiete.net/cmsms/. Hopefully you find the solution for your problem in my css.

Yeah..hard coding it is easy..but I like the more dynamic aspect.

It´s not hardcoded 
It´s a solution using EllNav for all three menus.
