this project is apropos to be my final project?

I want to implement cms on department of computer science to archive it's documents,manage,search and workflow
to be available to every one how works in dept CS and share information with others via web

note: sorry I use little English because my language is Arabic

IMO planning (categories, user goups, archiving, ...)  is essential here. Your task seems to be realizable to me. CMSms is meant for very specific tasks.

I would say that... CMSms can do very specific tasks would be more like it... from just a blog to an ecommerce site to a super custom, upgradeable complex site. 

I agree with Peciura, you can fully do what your asking...
