Stylesheets not Attaching to Template

I am having troubles getting my stylesheets to attach to the template i designed.  I have done this many times before with the previous versions of cmsms but this time it doesn't seem to work.  cms version 1.5.2.  any help would be greatly appreciated.  here is the site  www.twinzsigncompany.com
