Allowing admin to change a user's Preferences

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

Allowing admin to change a user's Preferences

Hey,

from what I see, only a logged in user can change their user preferences, but the admin account cannot control other users' preferences.

I'm just wondering is there may be a module that I haven't found or a tweak that would allow the admin to list all users, and to change the user preferences of each user?

The reason for this is that we want to hide some user preferences from users to simplify the system, but to still allow the admin to change a user's preferences where required.
