If that is the case, do not frantically re-install CMSMS; you only need to restrict the access right of the modules directory to 555 or, to 755 and it will work. In other words, you must at least remove the write access right for the rest of the world.

first I restricted just the TinyMCE directory with no luck but I've changed the modules permissions to 755 and it now works. 

Ahh,. thanks.. this one had me going for almost a week. Mostly because it suddenly disapeared, without me changing anything,. still don't know how just that could happen...

If you have corrected this and it still does not work: in some cases (as with the OVH hosting provider in France) you will see the checkbox Turn WYSIWYG on/off, yet the toolbar does not appear.

Strange, suddenly this happened to me too, no updates nor modifications done, user calls me telling "there's some code where there should be the content"...

Fortunately chmod-ding modules directory to 775 helped in my case.
