try this

file manager>new directory>
name it "test à trous"

the windows directory name is "test à trous"

A curyosity (of windows) because "Ã" does not exit in french. By experience I never insert accentuate letters in the name of a directory when using windows but...

Just tested on a 'real' operating system (sorry, unashamed windows basher here).... and it worked fine.

Looks like you have an encoding issue of some sort

You'll need to do some more digging.

Tried with WAMP on Windoze PHP 7.0.10, but works for me...
