In Site Admin -> Settings - Global Settings -> General Settings I have a Date Format String set as "%d/%m/%y" e.g. 31/12/14.
In DesignManager, hover over the name of any design. You will see the Create Date shows with percentages (but is correct otherwise). See screenshot.
If the Modified Date ever changes to show an actual date (rather than "n days ago" or whatever) then the same probably applies to that field too.

Fixed in svn.... you will have to reset your date format string though after you upgrade (stupid entities).
