Global settings - maintenance mode fails on submit

Version 2.2.16

I am getting error 403 when I click submit on the maintenance mode tab.

I looked at the site prefs table and noted that sitedownexcludes and sitedownexcludeadmins were not in the table, I added those and set enablesitedownmessage to 1, now maintenance mode is on but visible to admin, but it will still not save correctly on submit.

Any permissions I can check, can I get some sort of debug output?

You will need to disable mod_security on your server, or ask your host to whitelist the rule affecting this.

Would mod security have caused the missing data in the site prefs table?

Not sure, it could be from an incomplete submission due to modsec, or it could be from something else. Modsec is definitely the cause of the 403 though.
