“Could not instantiate mail function” on last step of installation

Installing 2.2.16 or upgrading from a previous version in standard (i. e. not advanced) mode on a server at IONOS (1&1) brings up this error in the very last step:
Error sending mail: Could not instantiate mail function.
Can anybody reproduce that?

That will probably be pretty common now hosts are more proactive in restricting what domains can send emails, and other security features. Replacing/upgrading the mail function is in the works. Hopefully once you login to the new install and configure your mail settings properly it will work, the installer just doesn't necessarily know what those will be.
