Add a langpack without refresh installation

Add a langpack without refresh installation

Hi,

i must add a german lang in a 2.1.6 installation, is it possible without using the refresh option of the installer file?

Refresh is easiest, but as they're just files you could do a clean install in a temporary location, then copy the appropriate language files.
