Hi friends,
after years of using older version of CMSMS (and that was great) I;ve used for my new project current CMSMS version, 2.2.3.1.
It isn't so intuitive such as previous versions but it's not a subject of this topic. I can't find Global Content Blocks (they were under 'content' in menu in prev versions).
So, where I can find Global Content Blocks? I was looking into templates, contents, etc. but with no success.

Layout > Design Manager > Create new template > Type Core::Generic > add content
To include in a template:
{global_content name='My GCB name'}
For new projects please use the latest version of CMS Made Simple: 2.2.5:
