I have a locked down user with only 2 permissions: "Use Gallery" and "Gallery - Add subgalleries".
But when I login as them I see no Add subgallery link:
I think you should see the Add subgallery link.
Only when I add a 3rd permission "Gallery - Edit all galleries" do I then see the Add subgallery link:

Is the user assigned to the particular gallery he needs to add subgalleries to?

You first need to set the option "Require userpermissions to edit subgalleries" in Gallery options tab.
When I think of it, that might already solve it.
Otherwise you need to go to the edit gallery page and scroll down to a multiselect field where you can assign usergroups and/or users.

I didn't know about that option. And, clearly, I didn't RTFM.
I was able to select that option and then remove the permission "Gallery - Edit all galleries". I was then able to go in to Gallery > sub galleries and select the correct group in the Editors drop down. That user group can then add sub galleries in those areas. So there is fine control over permissions here.
