Paid Self Registration + Paypal IPN inconsistent

I have a paid self registration subscription set up using paypal and their IPN system. Everything is up to date (1.10.3 and updated modules).

The entire process is very smooth, but the end result is a little flakey. Sometimes after completing the paypal purchase I get "Your transaction ID: has been completed", and the user is properly taken out of self reg and put into FEU.

But other times I get "Your order is processing, and awaiting final approval", in which case the user disappears from from self reg, but never shows up in FEU. Eventually the Order module shows the order to be 'subscribed', but FEU is never updated.

Has anyone come across this, or know of a solution?
