new, undesireable paste as text behavior in 1.6.7

Since I upgraded to 1.6.7 the behavior of the paste a text button in tinymce changed. Before there was a textarea popping up, where stuff could be pasted as plain text. Now there is no popup anymore, but the editor notifies me that it switched to plain text mode. However when I paste stuff, it is not pasted as plain text. e.g. html uls are still uls, even maintaining the class attributes when pasted. This is not what I want when I paste as text.

Why did this change and is there any way to change it back?

Several of my users are confused. I advised them to use some combination of paste from word, cleanup and remove formatting for now, but this is not what I want.
