Connecting Cron job plugin in Linux issue?

I am creating a plugin, which will setup the cron job. But, it is running only those times, when a user visited the website page. I am trying to connect it with linux, so that there is no need of visiting the pages, for testing the plugin.
If the CMS made is setup locally, how to do this?
