Who can rebuilt this newspaper using MARQUEE (COMMERCIAL) theme so that everything fits on mobile and i-pad?

the left, top,bottom and right side are filed in with banners on which I used Revive Adserver

Before starting I want to recieve a quotation.

Many thanks in advance!

Once it is not to expensive I have 3 more sites on which I want to use te same theme.
