Ongoing CMSMS work

I will be taking a step back from actively developing new solutions on one of my client's CMSMS sites. So... I am looking to delegate these tasks to a competent, capable, experienced CMSMS developer. I will remain as the single-point-of-contact for my client, lead developer, and oversee any future development.

My client sends regular work... about 10 - 15hrs/month. I am looking for somebody to take on the ongoing development responsibilities, as well as some side projects that are currently in queue which involve:
1. Upgrading from 1.12.x to 2.x
2. Converting the site to a responsive framework
3. Updating a custom (forked) module to work with CMSMS 2.x

Candidates should be:
1. Willing to accept ongoing work
2. Accessible during the evenings (EST/EDT timezone)
3. Proficient in Smarty / PHP / jQuery / JavaScript/ HTML / CSS / Responsive Design
4. Have some graphic design knowledge / experience (the client is a graphic designer)
