Upgrading Existing Site

I have an old CMS Made Simple site, version 1.6.5 and PHP version 5.4.45. My host is telling me my PHP is outdated and is threatening to charge me to retain my old version.

My goals:

-I would like to create multiple blogs on this site and assume this is doable with this CMS;
-Make sure site is secure;
-Upgrade to latest version of CMS Made Simple, assuming this is necessary.

Questions:
-Is retaining this established CMS a good move for my intended use? It currently is more of showcase site (with static content) vs. having more of a blog function.
-Cost?

To help people respond, can you please define that more specifically? Do you mean multiple languages, multiple subjects, multiple designs, or what?
