Convert existing CMSMS sites to responsive

I manage a small marketing agency and we have a number of clients for whom we've developed CMSMS sites. We're looking for an expert CMSMS developer who can convert a number of these existing sites to be responsive, so the end result would be the sites look exactly the same on a desktop and tablet view but would adjust responsively when viewed on phone width devices.
