1.10 upgrade {cms_stylesheet} does not generate output

I just upgraded from 1.9.4.3 to 1.10 and i'm having the issue that the tag {cms_stylesheet} does not generate any output. It used to work just fine in 1.9.4.3 and if i replace {cms_stylesheet} with {stylesheet} the stylesheets are included just fine (but with [[root_url]] instead of the value of $config['root_url'] but that is another issue).

Well my previous post was deleted because it contained an improvement and code. I've posted a bug #7067 and i hope it gets picked up.
