You can make whatever kind of site you like. I don't think there's any modules designed that specifically, but for most needs you can combine more generic modules to add the functionality you need. If they don't exist, you can write them or hire someone to write them for you.

How easy is it to hire someone to do work like this? Are the devs readily available?
