Micro tiny may not have it but there is an anchor tag under extensions > tags...

If I read 'list of services' I would probably make it with LI2 Module http://dev.cmsmadesimple.org/projects/listit2

Wit a summary template gives you can create the links and the <a name="service1"> etc automatically.

Much better for end user than doing such via wysiwyg editor on page content imho. You can perfectly control the layout.

IIRC there could be some trouble with achor links (<a href="#service1>) and the base metatag that comes with {metadata} tag http://docs.cmsmadesimple.org/tags/core/metadata-tag
Not sure though.
