Translation Manager

Translations of the admin and modules would be a lot easier if it could be done from the admin, with a Translation Manager. There could be the English version to the left and a field for the translation to the right. When submitting the file is created.
During this process all non-English characters could also be converted to entities, to make sure to avoid any encoding problems. This way any user could translate a module easily. Perhaps also a way to commit it to svn, so that the translation will be included in the next release.
