I installed the foundation starter kit, and while I was expecting bare bones styling I wasn't expecting menus to stay expanded in every resolution (images below). What are the steps required to get expected menu behavior?

Could you elaborate on this a little?

You would need to switch it to whichever style of Foundation menu you want to use. Currently it's just using vertical/medium-horizontal.

Read through the documentation at https://foundation.zurb.com/sites/docs/ and specifically look at the menu options (dropdown, drilldown, accordion) if you want interactive menus.
