Will Design Manager convert a 1.12.2 Theme XML file

Will Design Manager convert a 1.12.2 Theme XML file

I have converted multiple bootstrap themes for use on 1.12.2 sites. Reading the documentation it appears the new 2.* version will convert the older XML theme export into a usable 2.* version Design. Am I understanding this correctly?
