Inconsistency in button order when editing pages and templates

This isn't a biggie, but I have been mildly frustrated that the buttons are in a different order when editing pages, then templates.

When editing Pages, the buttons are ordered:
Submit - Preview - Cancel - Apply

When editing Templates, the buttons are ordered:
Preview - Submit - Apply - Cancel

And when editing Stylesheets, the buttons are ordered:
Submit - Apply - Cancel

I get into the habit of automatically moving my mouse to the Submit button when editing lots of pages, but when I occasionally edit a template, I end up Previewing instead of Submitting because the button layout isn't the same. It should be the same I think.

I'd like to see...

Submit - Apply - Cancel - Preview      \for Content > Pages editing
Submit - Apply - Cancel - Preview      \for Layout > Templates editing
            Submit - Apply - Cancel      \for Layout > Stylesheets editing and wherever else there is no Preview button

Reasoning is that the buttons will always be in the same order, even for the Sylesheets (where there is no "Preview" button)
