Order of buttons in admin is inconsistent

I wrote about this a long time ago but would like to revisit it.

This is not a huge deal, but the order of the buttons in the editor windows in admin are inconsistent.

For instance in cmsms 1.1

In some cases the order is "Submit", "Cancel", "Apply"... as in Edit Content
In other cases the order is "Submit", "Apply", "Cancel"... as in Edit Template

Shouldn't the order be consistent?

could you do a bug report about it, these forum posts have a bad habit of losing and be forgotten
